尊敬的 先生/女士：
　　产业集聚是生产要素优化配置、提升经济综合竞争力、推进产业结构调整和升级的重要途径，是区域经济发展战略的重要组成部分。从国际上看，产业集聚已经成为发达国家和地区加快经济发展的重要方式之一。为了深入研究产业集聚对区域经济发展的积极作用，借鉴西方国家和地区的先进经验，加快东北老工业基地的产业结构调整，由吉林大学欧洲问题研究中心、吉林大学中国国有经济研究中心等主办、《管理世界》杂志社协办的以“欧盟—中国：区域政策与产业集聚”为主题的第六届国有经济论坛拟于2006年11月上旬在吉林大学召开，会期2—3天。现征集参会论文。
一、会议研讨主题
1、老工业基地振兴及转型中的金融支持：欧盟与中国
2、产业集聚与可持续发展的区域战略
3、产业集聚与公共政策
4、振兴东北老工业基地的集聚政策与国有企业改革 5、东北地区中小企业发展：欧盟的启示
二、提交论文方式
1、参会论文需为具有学术性、前瞻性，并在国内外尚未公开发表过的论文。
2、论文以中文或英文的Word文档方式提交，同时提交的还应包括：
（1）首页：标题、作者姓名、工作单位、职称及职务；
（2）次页：中英文摘要和关键词，中文摘要不超过500字、关键词3-5个；
（3）正文，以8000字左右为宜；
（4）参考文献。
3、通过匿名评审程序确定入选论文，名单确定后将向作者发出参会邀请函。
4、论文请以电子邮件形式提交给会议筹备组，以便装订成册；入选论文将在主办方网页上发布，并择优向相关期刊推荐；论文录用与否均不退稿，请作者自留底稿。
5、论文为作者原创，文责自负。
6、征稿截至日期：2006年8月30日

The Sixth Public-Sector Economy Forum on EU-Sino: Regional Policy & Industrial Agglomeration
Invitation Letter for International Symposium

Dear Sir or Madam:
It is our honor to invite you to attend the sixth public-sector economy forum on EU-Sino: regional policy & industrial agglomeration which to be held in Changchun, China for two or three days in the first ten-day period of November, 2006, under the auspices of Center for European Issues Research of Jilin University and Center for China Public Sector Economy Research of Jilin University.

The main issues of this forum are:
1. The financial support for the transformation and reconstruction of the traditional industrial regions: the European experience and China's choice of old industrial base；
2. Industrial agglomeration and the regional strategy of the sustainable development;
3. Industrial agglomeration and public policy;
4. The agglomeration policy of revitalizing the old industrial base in the northeast of China and the reform of the state-owned enterprises;
5. The development of mid-small enterprises in the northeast of China.

In order to further study on theories of industrial agglomeration and quicken the adjustment of industrial structure in the northeast of China, many domestic and overseas specialists and scholars will be invited to this forum to exchange their experiences. It will be appreciated if your paper is not published. We are looking forward to your early reply!
